Amy was jealous that she wasn't as powerful and couldn't get as powerful (maybe as fast) as Willow. Nothing more. Watch Killer in Me. When Amy talks to Kennedy it is explained.

Basically, Amy was just jealous of Willow period.
And, somehow, I don't think the Senior Partners are ever going to use that Failsafe now that Team Angel knows about it.

About Wolfram and Hart mailboy Cyril and the demon that he worships (the Underlord of Pain): how are they connected with Connor's birth and the events predicted in the Tro-Klon? Cyril only says that the Underlord's predictions were correct and that word should be spread to the others. The series Angel never really explored that.
